In 1975, he was appointed by the Papua New Guinea government to lead a team charged with preparing a national housing plan. Norwood taught a course in land administration in the geography department at the University of Papua New Guinea and, in 1979, taught at Massey University in Palmerston North, New Zealand.

Norwood took a leave of absence in 1982 to research his study on population change and urban growth in Port Moresby. His report was published in 1984.
